Then
the Ministry of Irrigation formed a Higher
Consultancy Technical Committee in 1996, which
consisted of local experts to review the project’s
studies and give directives regarding the technical
parts of the projects before implementation.
On the
2nd of January 2000, the State Minister
who is also the Executive Manager of the Dam’s
Project issued a decree to renew the mandate of the
Consultancy Committee, to match the developments
that happened in the project. The Committee’s
mandate has been limited to providing opinions in
the technical parts of the projects. These includes:

the Engineering studies and designs and the bid
documents that concern the Dam’s body and the
power generation station and its supplements.

the Engineering studies and designs related to
the Agricultural Projects that are meant for
relocation of the displaced population due the
dam’s set up.
-
the Engineering designs for the villages,
residential areas and facilities set for purpose
of relocation.
-
Manage the process of Consultants Selection
-
Follow up all implementation stages of the
project.
Then
the Committee was reformed with Eng. Seghairoon El
Zain Seghairoon as a Chiarman, and the membership of
Prof. Dafa’ Allah Abdullah El Turabi, Dr. Ahmed
Abdul Rahman El Agib, Eng. Abdul Fattah Abdul
Kareem, El Kheir El Amin, Taj El Sir Ahmed Mohamed,
and Abdul Latif Ibrahim. The Director of the
General Administration for Technical and Affairs and
Planning was appointed as a Reporter and Eng.
Mohamed Musa Yonis as a Secretary.
The
Committee was given the right to suggest potential
names that could be added to the Committee or called
in to make use of their opinion.
The
Committee has regular weekly meetings. It also
participates in all International Experts Meetings
and the Preparatory meetings for the various
contracts, and attended the negotiations rounds with
the contractors.
On 27th
April 2002, the Committee was modified so that Eng.
Taj El Sir Ahmed Mohamed became the Chairman,
because it was found that the approaching stage
of implementation and the density of activities and
movements may not suit the health condition of Eng. Segharairoon.
On 6th
June 2002, the State Minister/ the Executive Manager
issued a resolution to add more members to the
Technical Committee. This included: Prof. El Ni’mah
Ibrahim El Ni’mah, the Dean of the Faculty of
Engineering at the University of Khartoum (U. of K),
Eng. Hassan Omar Abdul Rahman, Dr. Eng. Ahmed
Mohamed Shareef from the Institute for Construction
and Roads Research (U. of K.), Eng. Osman Ahmed
Abdul Karim, a Senior Engineer of Engines and
Operations at the National Corporation for
Electricity, and Eng. Abdul Rahman Abu El Ma’ali,
Director of the Department of Projects Preparation
at the National Corporation for Electricity.
On 31st
May 2003, Eng. Ahmed El Fatih Saad as a Reporter for
the Technical Committee.
In
October 2004, the Deputy Executive Manager issued a
decree appointing the Geology Eng. Noor Allah El
Tilib as a member of the Committee.
The
Higher Technical Consultancy Committee discusses a
number of issues, prominent among which are the
following:
Design
Review Report, and the Progress Report of the
Transmission Line contract and the sub-stations. The
Committee also reviews the Hydrological Model Tests
and Hydro-Mechanical Equipments, and the
compatibility of the Environmental Effect, in
addition to reviewing the monthly reports. They also
discuss the work progress reports, and the
contractor’s, CCMD Joint Venture, reports, and the
performance of the consultant. The Committee also
reviewed the preparations for the third meeting of
the International Experts Committee.
b)
The International Panel of Experts
During
the entire construction period the Dams
Implementation Unit had the assistance an
International Panel of Experts. This Panel of
Experts was composed of a group of internationally
recognized and well known experts in the field of
dam and hydropower construction. The task of this
international Panel of Expert was the supervision
and approval of the Engineer’s (Lahmeyer) Services.
Members of this international Panel of Experts were:
Prof. Dr.-Ing. Koengeter, Technical University of
Aachen, Germany;
Prof. Dr. Morgenstern, University of Alberta,
Canada;
Prof. Dr.-lng. Scheuerlein, Technical University of
Innsbruck, Austria;
Eng. Novo Genin, Head of the Technical Office of the
Hydro-Project Institute, Moskow, Russia;
Eng. Materon, International Expert for Dams from
Brazil.
In addition other short term experts for dam and
hydropower engineering were engaged from Germany,
South Africa and Switzerland.
The first symposium of the International Experts was
held in February 2001, followed by the second in
January 2003, in Khartoum, prior to the start of the
construction works. During the construction period
the Panel of International Expert Meetings were held
at the Merowe construction site at intervals of
about 6 months. The ongoing design works, the
quality and progress of the construction works and
contractual impacts were discussed in depth to
achieve highest technical and scientific standards.
After each Panel Meeting the International Experts
recommended the best technical option to be applied
for the Merowe Dam Project.
The
first symposium for the International Experts was
held in Feb. 2001, and the second in Jan. 2003, in
Khartoum. They widely discussed a number of
international technical options for the Dam's technology
and sciences. They Experts Committee then
recommended the best options for application in the
case of Merowe Dam.
